Where do we file I-212

I need to file an I-212 on my husband. He was deported and told he could reapply after a year. It has been more than a year. His proccedings were in the El Paso INS. Does the I 212 go to El Paso or to Cd. Juarez or where. I have an approval notice on him and will be completing packet 3 and sending it to National Visa Center.

Dear Ms. Lopez:

If your husband is in the United States he would file the application in conjunction with his application for adjustment of status at the INS office that has jurisdiction over where he is currently residing.

If he is outside of the US he would file the application in conjunction with his application for the immigrant visa at the US consul in his country. Good luck.
