from green card to naturalization: what date does the 5-year period start?

(1) entered the US in 1998 on a visitor's visa

(2) filed for family(parent)-based adjustment of status in 1999.

(3) approved & received I-551 stamp in 2002

Which one of these dates does the 5-year period begin to count? By they way, what is the reason for waiting 5 years?

#3. The requirement for waiting is to see that you are attached to the principles of the Constitution, are a person of good moral character, intend to live permanently in the US, etc. Good luck.
