I am a citizen and have been married for two years. My husband is a resident alien. Can I petition for my step-son/daughter over 21 years of age or just for minor step-children.

You can only petition for your step-children if you married their father prior to their 18th birthday. Since you indicate that you have only been married for two years, and they are over the age of 21, you would not be able to petition for them.

However, your husband should immediately file a petition for them. He can obtain citizenship after 3 years, since he is married to a citizen, and then they will be converted to the 1st preference category, with the priority date as of the day when their father filed the original petition.
