Is it true that Bush admin has put new K and V visa on hold, preventing INS and DOS to establish guideline for those visas. Please advice.

No. The Bush administration has put on hold the implementation of any regulations that were issued before the new term began. Since the K and V visa regulations have never been issued, they are not on hold. They are actively being worked on at this time. Best wishes.

How are you?I am from Bangladesh.My name is Shan.My parent applied for me since 1998.my date of birth is oct-29-1978.Right now i'm over 21 years old.I got new information from your web page The Headline is "***INS Issues Final Rule for Adjustment of Status Under the LIFE Act" (Federal register : june 4,2002 volume 67,Number 107) which is for family adjustment of status.In this new law am i eligable to get a visa as of age over 21 years old?
If i'm eligable what should i do for get this visa ?

This section of law only applies to you if you have been physically present in the US since prior to 1/1/82 and filed an application for permanent residence under one of the legalization programs. From the information you have supplied, it does not appear that you are eligible. Good luck.
