If an I-130 visa petition was filed for you on December 20, 2000, and if you are still unmarried and under the age of 21 on December 20, 2003, you would be eligible to file for a change of status to V-1. Good luck.

The F1 priority date last month was March 1999,this month it has gone back
by 4 years to March 1995.By slowing down the process,the INS is only adding and piling up their own
backlog which has now swelled to millions of pending applications with no

This is one issue that we cannot blame on Immigration. The problem is with Congress, which has failed to pass any new legislation increasing the number of visas for family members of US citizens and permanent residents.
INS is simply prohibited from issuing more than the alloted number of visas each year; and there are simply more applicants than the number of visas available.
Hopefully, the family-based first preference category will move forward somewhat starting in October. Good luck.

It is easy to understand how you can be confused by the situation you describe. Rather than go into a two-page explanation of why the F-1 category is backed up further than the F-2 category, suffice it to say that we believe that in October the F-1 category will move forward again. How far is not certain, but you should be better off than in the F-2 category. We'll just have to wait and see. Good luck.

Where can I find the status for I-130 for F2b approved at June,95? This is for my friend who doesn't speak English. He gave me the Form-I-824 that he sent last year, there was a recipt number in INS USE ONLY but nothing was checked there.
