In the instructions on the INS web page they say to file the I-130 in the office in which the petitioner resides, but if filed with I-485 to file in the district office of where the person who is being petitioned for lives, what is the difference? If I live in Las Vegas and just file an I-130 where do I file, and if file it with the I-485 where do I file, I am confused?

If only the I-130 is being filed, it will be sent to the Immigration Service Center that has jurisdiction over where the petitioner (the person filing for you) lives.
If you are filing the I-130 and the I-485 together, they will both be filed where you live, which is the local INS office in Las Vegas. Good luck.
