My daughter is a mentally handicapped person. She was called for naturalization interview on 2nd May 2001. The interviewing officer told us that her case will be on hold as she cannot understand the meaning of oath until they hear from their main office to decide about the case. The public law 106-448 was signed by former president Bill Clinton on 6th November 2000 exempting such handicapped person from taking a meaningful oath. Please let me know when this public law will be implemented.

The law is currently in effect and your daughter will most likely benefit by it. However, INS still has not issued regulations on how it will implement the law. For that reason, many cases are being held in abeyance until instructions are issued from INS headquarters. Hopefully, she will not have to wait too much longer. Good luck.

I'm a USC and on SS benifit for almost 10 year and I just want to know if I can get marry my girld friend from oversea? If so, how do I apply for her visa?

Yes, you can marry and petition for your girlfriend. However, since you are not currently employed, you will have to find someone who is willing to file an affidavit of support on her behalf, to guarantee that she will not become a public charge once she enters the US.
