At the time of marriage in Feb, 2001, i was a permanent resident and he was on F-1 Visa. i filed I-130 immediately after marriage. i became citizen in july, 2001 . i received letter from ins asking for addittional evidence in oct 2001 . i gave them the additional evidence and also informed them that i have become a citizen , in nov, 2001. the petition is still pending. my quwstion is -----can my husband file for adgustment of status right now? if, yes, then along with I-485, do we need to file I-130 again or just the receipt of I-130 received from INS is sufficient, since the approval letter has not yet come.!

Yes, your husband can file for adjustment of status. You can either submit a copy of the I-130 that was filed, together with the INS fee receipt (no new fee is needed), or you can submit a brand new I-130 with a new filing fee. Good luck.
