Hello and once more thank you for your help with all these difficult processes with INS. I would like to know if INS will deny citizenship if the N-648 shows that the person has a disablily. This is information I got when I talked to some one from NALEO. I could not believe it so I had to ask. is it true?. my mother will be examinated by a psychologist tomorrow to determine if she has a learning disablility and we plan to take the N-648 to the interview scheduled for 8/7. I just would like to know if we are doing the right thing.

I am a US citizen but my son has been in this country for only 3 years and preparing to be naturalized. His problem is, he is deaf. In all other aspects, he is o.k. How can he be interviewed? He can understand and write in Chinese only. Would he be disqualified? Appreciate any recommendations.

To be sure, you should consult with an immigration law attorney, who can review all of the documentation, ask the appropriate questions, and speak with the doctor if necessary.
The purpose for form N-648 is to establish that your mother is unable to pass the English exam because of some physical or mental problem. She will not be denied naturalization because of a disability. If she has a learning disability that prevents her from understanding or retaining information, thus preventing her from passing the examination, then she can be naturalized, providing that she is otherwise qualified.
