The Texas Service Center (TSC ONLY) has issued a form, to be reproduced on ORANGE paper and attached to I-140s, to address the shortcoming on Form I-140 with respect to identifying whether adjustment or consular processing is desired.

All petitioners submitting an I-140 to the Texas Service Center, from this date forward, should attach this form to the I-140 petition.
