NEW PROCEDURES FOR THIRD COUNTRY NATIONAL
NONIMMIGRANT VISA PROCESSING IN CIUDAD JUAREZ

Effective on October 2, 2000, all applications for nonimmigrant visas by Third Country Nationals ("TCN") (other than Mexican) applicants will be processed in Building D.  Building D is the home of the Laser Visa Unit.  As of October 2, 2000, applications will no longer be accepted at the current location, Building C, located inside the walled Consular compound.  The new application procedures are as follows:

1. Applicants should apply at Building D, which is directly adjacent to the walled Consular compound.  Building D is located in the same building as the Peter Piper Pizza and is across the street from the Bip Bip (a convenience store).

2. A Foreign Service National("FSN") will be located at the front of the patio area which abuts the Peter Piper Pizza restaurant.  The FSN will verify that the TCN applicant has an appointment on that day and issue the applicant a number.  This number will be used to identify the applicant during the visa application process.  Applicants are encouraged to arrive on time for the scheduled appointment.  Late arrivals may have to wait until all other applicants with appointments for that day are processed.

3. The applicant will then enter the Building D waiting area which is located at the rear of the building.  This area is covered, and otherwise outdoors.  The applicant must be inspected by the security officers before entry to this area.  Please note that the Consulate does not permit electronic devices (e.g., telephones, beepers, calculators, computers, palm pilots, etc.), food, or weapons in the Consulate.  The applicant should approach the guards located at the door into Building D.  The guard will verify that the applicant possesses a number and will admit the applicant for the document check process.

4. The applicant will then be directed to a line inside Building D where an FSN will check the applicant's documents (including the OF-156), take a digital photograph, and enter the applicant's information into the computer system.  The applicant will then be instructed to wait outside in the waiting area until his or her number is called  Please note that all applicants must have an original current passport, a completed OF-156, and a receipt for payment of the Machine Readable Visa fee at a Banamex  bank branch.

5. When the applicant's number is called over the loudspeaker or by an individual, the applicant will be directed to a specific window inside Building D.  The applicant should approach the guards and let them know that he or she has been called.  The applicant must have his or her number.  The interview for the visa will take place at the specified window inside Building D.

6. If the visa is granted and there is a reciprocity visa fee which the applicant must pay, the applicant will be given a receipt which includes the applicant's name, visa type, and fee amount to be paid.  The applicant must exit Building D and walk over to the walled Consular compound.  At the first guard station, the applicant should show the fee receipt to the guard so that he or she can enter the walled compound.  The applicant must pay the fee in Building B at the cashier's window.  Building B is the middle building inside the walled Consular compound.  Building B is the primary immigrant visa interview building.  After the fee has been paid, the applicant must exit the walled Consular compound and return to the Building D.

7. The applicant must take the receipt for payment of the visa fee in Building B back to the window where the interview took place.  Please be courteous to both the officer and any applicant he or she may be interviewing upon your return.  Try not to interrupt an ongoing interview.

8. After returning the receipt for payment of the visa fee to the interviewing officer, the applicant will return to the waiting area outside of Building D to wait for the return of the passport.  Passports will be brought out into the waiting area by an FSN.  Individuals will either be called by their name or the number they were given at entry.  When the passport is returned to an applicant, the applicant will be required to return the number to the FSN. 

These procedures will be subject to change without notice.  The nonimmigrant visa section chief and the deputy chief are open to suggestions on how to streamline the process.  In addition, please note the following:

·                                 Mexican nationals applying for any type of nonimmigrant visa, (e.g., F, E, H, L, R, TN, etc.) will also apply at Building D.

·                                 Building D will continue to process applications for Laser Visas by Mexican nationals.
