INS Proposes Regulation to Clarify Certain Asylum Definitions

The Immigration and Naturalization Service has proposed a new regulation that would address the definitions of "persecution", "social group", and persecution "on account of" a protected characteristic, focusing principally on gender-based issues in light of the recent BIA case of Matter of R-A-.
