bill provides that in any case in which an alien executes an

disposition form admitting to illegal U.S. residence, giving up the
right to a pre-departure hearing, and requesting a return without
hearing, no departure shall be implemented: (1) unless the form was
certified after legal consultation in the alien's native language or
with an interpreter's assistance; or (2) until 72 hours after form
certification.
