Canadian Adjustments

What do you do if you are a Canadian, who enters the US from Canada, but is not given an I-94, and then you want to file for adjustment of status?  As we all know, the law requires proof of a lawful entry to file for adjustment without the necessity of paying the $1,000.00 penalty fee.

The Immigration and Naturalization Service has agreed that such an individual can provide a detailed affidavit regarding their manner and place of entry.  This affidavit can then be used to show an entry with inspection.
